Abstract

It is aimed to analyse the problems experienced in the process of teacher recruitment and examine it in the light of manpower planning. It’s a descriptive research study. The research data was obtained from the official websites of the Council of Higher Education, the Ministry of National Education and the Student Selection and Placement Center. At the end of the study, it was seen that there was no balance of supply and demand for the employment of teachers, and educational planning couldn’t be done effectively. On the other hand, assigning teachers in the needed branches near the base indicates the existence of the problem of quality. It is expected to have cooperation and coordination between the Ministry of Education and the Council of Higher Education with long-term planning and an integrated and coherent educational policies based on scientific data. It is possible to propose a multi-faceted devaluation including school performance, physical-mental health, oral examination scores besides the scores of KPSS for the employment to teacher candidates.
