Abstract

The purpose of this research is to propose several current high-quality human resource development policies with the international integration requirements of Quang Ninh Province.Quality human resources play a pivotal role in driving the success of both organizations and nations. The development of high-quality human resources catalyzes economic growth by enhancing labor productivity, leading to increased incomes for workers. This rise in income, in turn, contributes to overall economic expansion. This study employs qualitative research methods and gathers secondary data to establish criteria for evaluating the development of high-quality human resources. The focus is on meeting the demands of international integration by identifying specific elements related to the quantity, quality, and structure of high-quality human resources tailored to the international context. The research findings indicate a positive trend in the increase of high-quality human resources in Quang Ninh from 2017 to 2021, showcasing improvements in their quality. However, the structure of these resources is evolving in a manner that does not align with the needs of economic restructuring within the context of international integration.
